Can doctors tell you how likely you are to get skin cancer? as a percentage?

my friend told me he had a test in its mass and that doctors said she's 60% more likely to have skin cancer and then told the doctors called and said he fell and then returned to up, shes been known to be a liar just as well that this is true?

In terms of predictions, the percentages mean absolutely nothing, except for 0% and 100%, which in fact are not the percentages in all: they are a negation and affirmation, respectively. It's like the weatherman who says there is a 90% chance it will not rain tomorrow. Let's say it rains the next day: you can not criticize the man of the time, simply tell the weather that day happened to fall at 10% left the possibility of rain ... In other words, it is always right unless predicts 100% or 0% chance of some event or effect of time (which of course never does). The same applies to physicians: "There is a 80% chance that the tumor will not develop into cancer." A month later, his tumor becomes malignant. You go back to your doctor and complains and says, 'So what? I warned that there was a 20% chance it could become malignant ... 'Percentage Predictions are like statistics: they can make, suggest what you want, but they say nothing about individual cases.
